I'll have a look at this and see if I can put something together. So far I'm not seeing a table that shows every state and their reading level, but have to glean it state by state. Have you seen a table that has a breakdown for every state on that site?
I'd use math scores as well as reading levels. Maybe a combined math reading score with the national average as a baseline. Seriously this could be pretty interesting, though we are mainly looking at the children of voters, not the voters themselves with this approach.
