They're talking about one division in the article. In 1998, the Salvation Army took in about $2 billion and distributed $1.6 billion. Most of that was not taxpayer money.
It would be very easy for people to come away from that article thinking that 95 percent of the Salvation Army's total funding comes from the government. I like to think that wasn't intentional on the author's part.
