What does that do to the fund-raising cost percentages?
I imagine that Federal, State and local monies don't take the expenditure of funds to raise that more public ways. Which could easily skew their percentages to make them appear more efficient than they might be.
Otherwise, the religious based folks seem to act like all other ideologically based organizations - they want their agenda and nothing else. They will gladly force others to live by whatever "moral" code they have, no matter how immoral or offensive to the rest of the world.
