This guy has raised incompetence in the oval office to a new level. As if it weren't enough to squander the goodwill and sympathy of the international community post Sep. 11, foolishly launch a disasterous war in Iraq and drain resources away from the fight against real terrorism, and completely wreck the economy and stumble into the worst financial crisis since the Great Depression, on his way out the door he can't even perform the Presidential pardons properly.

Then again, perhaps this is just one last, extra effort on Bush's part to gain a permanent place in history as the very worst President...
