Conservatives expect the UN to be an element of the US DoD.
The Bush Doctrine, "my way or the highway", doesn't work well in an organization dedicated to law and order, mutual cooperation for long term goals, and protecting the weak, poor and helpless from the strong, ruthless and imperialistic.
It's like Kyoto, an agreement which acknowledges there are many nations but only one Earth, and which the US prefers to ignore in favor of "me, first, last and always".
However, due to Bush the UN will become more influential. Untended consequence. The US will come out of this Bush-inspired depression weaker, poorer and in debt to the other major powers.
The Bush Legacy is an endless legacy.
