Nobody is going to count entrepreneurs who didn't get investment money who would also have hired people.
Government borrowing comes from the sale of Treasury bills and bonds which are low-risk, low-yield investments. Do you think the type of investor that puts money into "secure" paper is the same type that will take a chance on the entrepreneur?
A thousand new jobs created building a new bridge are easy to count and you can take pictures of the workers for the paper
Our economy runs on consumption- which is based on the consumer's expectations of future income. I'm in the construction industry- we need to see those pictures. There are also a huge number of support industries that will benefit from the stimulus package and it doesn't stop there. If your familiar with the money multiplier in the banking system, there is one that also applies to consumer spending. It's "trickle down" that actually works. If spending is the lifeblood of the economy then we have a major blood clot
Go back to the construction site in five years.
We need to do something now for the short term- Hopefully the economy will have recovered before "five years" is up. State tax revenue will increase and replace the federal funds.
