Where's the water going to come from?

An ecology needs sunlight, soil, and water.

So now every building is going to have to have huge water storage capability to last therough the dry season, or city reservoirs will be called-on to supply extra peak load. Who will pay?

Here in Australia, we have laws FORBIDDING the watering of plants with drinking water.
