The key points remain:

It is a war crime to target civilians.

It is NOT a war crime to target terrorists even though civilians may be harmed in the process.

That IS a summary of the Geneva Conventions, the ONLY international law on the subject. Your logic simply does not correspond to the Law and is of no consequences.
