The biggest problem is INTELLIGENCE. If we know where the terrorists are, we can kill them.
The problem is KNOWING WHERE THEY ARE.
Of course, we must have had some good intelligence to find these bozos, but we need to increase our input of accurate intelligence to the point where we can get the whole lot of them in a reasonable time.
