Build a couple of nuclear reactors and a couple of large desalination plants and be done with it. This shortage is nothing but a man made phenomenon. We have the technology to give California all the water it could ever need, but going without seems to be in vogue nowadays.

Maybe the ending of Battlestar Galactica really wasn't too far off the mark concerning people's attitudes towards technology and progress.
