Do you believe the ability to make proper legal judgments depends on one's race?

Or any other personal characteristic of the judge? Should only rich judges make laws pertaining to taxes? Poor ones make laws pertaining to welfare? Should judges who decide climate change cases be climate scientists? Why or why not?
