You think Americans will do exactly what?
Actually, we have made marijuana illegal. Done deal. What's the issue?
We have decided to ignore climate warming until Florida is 4 feet under water. By then we will have build dikes, a la New Orleans. People will be shocked when a hurricane smashes the levees. We will move in trailers with wheels 10' in diameter, encourage people to live in them for the next 30 years until then can get on their web feet.
As for everything else, it's "Yes". America will do all of those things and more. The model is tobacco. It will subsidize tobacco, warn against using it, and still be dependent upon the taxes on it.
Some would say we in the US have our heads up our asses. To that I reply,
"MMgrumpphh!"
