Not no where to go, but no way to go.
There's a whole solar system of places to go, but we lack a way to get to them. The "space truck" was going to correct that situation by putting the needed infrastructure in orbit to take us anywhere we wanted to go. Lack of vision, leadership, and desire kept the proper hardware from being designed and built for the truck to haul into orbit.
