Has the treaty expired?

Banning commercial use of the planets and nuclear reactors outside of Earth orbit are two ideas that should be shot dead. We are hamstringing crucial drivers for spreading off-world. Nuclear reactors are low level dangers until commisioned at their destination. Almost evryone acknowledges the power of capitalism to develope resources now.
