China or India may revive that idea in 50 years.
That's my opinion.
Both nations have nuclear devices.
Both are growing space powers.
Both don't care much, if at all, for paper treaties.
Think of someone speaking Hindi or Cantonese
drifting down onto the icy surface of Saturn's moon Enceladus
while his or her nuclear-propelled mothership is in orbit overhead
in the year 2055.
