They only banned Project Orion by default because would use nuclear bombs for propulsion
Orion is still probably the most plausible near-term way to get us to the
stars in a relatively short time. And it would certainly work for getting
around the Sol system.
Saturn by 1970, that was their motto. Those darn optimistic dreamers.
