Maybe "bad" isn't the most useful word here. Look at the FAA situation and how it's negatively affected so many families. Perhaps "difficult" is more appropriate, or maybe "extremely difficult."
The fact that cuts are necessary doesn't mean they're "good." A lot of decent people are going to get hit hard.
