No, the first item on the agenda is to shutdown funding for the IRS. I heard it on NPR when the alarm clock went off this morning.
You see, "closing the border" is just a sham, they NEED all that cheap, docile labor, but making a big deal about it is how they pander to the knuckledraggers.
OTOH, making it harder for the tax authorities to acquire resources to investigate lawyer-protected tax dodgers has always been at the top of the Conservative agenda. Making sure the IRS is under-funded makes it difficult to go after corporate tax cheats (lawyers are expensive). But when the little guy makes a mistake on his taxes, or tries to get away with a little petty fraud, he's usually caught right away. Its the way the system has always worked, except now its going to be institutionalized and codified.
