I partially agree with you. It is painful to think of your own country as capable of terrorist acts but I suspect anyone is capable given enough cause.
With the nuclear attacks on Japan, those were done because Truman believed that he was saving many thousands of American lives. He weighed Japanese civilians against American soldiers and actually some American civilians because the Japanese treated them all like combatants. How they treated civilian prisoners was atrocious so it's difficult for me to forgive that.
That, of course, could get us into a big discussion on how all countries, ours included, treat prisoners and I don't want to go there at present.
But this I believe: violence is always wrong. It may be necessary but that doesn't make it right. I believe it was Asimov who wrote, "Violence is the last resort of the incompetent." We have been very, very incompetent on this planet. Perhaps it's time to turn it over to the females. When a female is protecting her own, no one should go up against her because she is totally uncompromising; however, when her own are not threatened, she rules with compassion and wisdom. (Those are the universal characteristics at our best, of course.)
