I could envision a society in which women could win. As an SF/Fantasy writer, that is easy to do. You have a society so steeped in the female right to rule that it would be unthinkable for any male to go against it. Culture. Just as in Moslem societies, women are so abused as to be treated like dogs. OTOH, in Judaism, the female is slightly elevated because Judaism is passed through the female line. (I wish Fox were here; he'd have much to say on this aspect.) The female doesn't rule, although Israel was a frontrunner in electing a female Prime Minister. Even India has had one.
