He's trying to make it clear to Putin that he's willing to cut ties with NATO, the EU, the UN and all other "Western" agendas and alliances because he's really interested in establishing an exclusive USA sphere of interest in the New World, and is willing to allow Putin carte blanche in Europe in return. No doubt he has justified this to himself because he feels it is inevitable China and Russia will eventually 'cancel each other out'. Trump may be mad, or he may be a fool, but this is the only logical explanation that makes any sense at all.
I am convinced Trump has already made this offer to Putin (all those secret meetings with no stenographic record with the Russian leader) and he is eager to demonstrate his willingness to hold up his side of the bargain if the Russians honor theirs. Whether Russia will agree with him on this scheme is almost certain. Whether Putin will actually honor that commitment is something else again.
