I was around then, and my recollection is that NASA was created to peruse manned spaceflight. The unmanned programs just naturally followed on. Perhaps there wouldn't even be a space program without man in space.
Maybe it's time to have 2 space agencies. One for man in space and the other for purely scientific spacecraft. With independent budgets.
