Assuming this is not some false alarm and there was never anyone in the balloon, it doesn't look good.
A six year old might be inclined to jump, in a panic thinking the balloon would go on forever. Doing nothing is very difficult for an immature mind. It is similar to people jumping to certain death from burning buildings long before the fire reaches them.
