What I've always suggested.
Decentralize the education system. Push the system back to local control as much as possible. Textbook selection is only part of the problem.
In the mid-60s, Federal education spending was almost nil. Yet the U.S. was the most advanced technological nation on the planet - in the midst of sending men to the Moon. The system was working.
Decentralization limits the power of stupidity. Centralization enhances it. This applies to a lot of things besides education.
