A laudable objective, but how are you going to capture the hearts and minds of the communities out there and get them behind this sort of initiative?
For decades, the TV sitcom model has been heavily biassed in favour of the "happy family in suburbia", and against the "cute city-dwellers in the apartment complex" (with the notable exception of shows like "Friends"). people grew up believing in and dreaming of their 1/4 acre block. Now you want to take it away from them?
How do you think they will react? How can you persuade them that this is "right"?
(Not that I have any immediate answers to this, but one good way is to allow dramatic escalation of gasoline prices. this is happening naturally as the US$ loses it's artificial premium as a world currency, and becomes more subject to trade-based and economy-driven fundamentals. taxes can also be selectively applied to road transportation and used to subsidise public transport, but the Right Wing is going to be screaming "Communist Conspiracy" as loud as they can)
"First they came for your automobiles..."
