Patched it
I finally caught on that the problem was only when viewing Community through the new tree-shaped TOC. We've found a major bug, but still no clue what caused it.
In the meantime, I've rewired the menu to point to the old tikiwiki-style table of contents for Community. The others still have trees...so far.
