Afghanistan is a fairly safe testing ground for the aircraft. Since it was spotted at Kandahar International Airport in broad daylight, safe to assume the DOD secret wrapper has been off for a while.
I'm thinking it's utility, in this situation, is related to some broadband data link sensor gizmo-ology, rather than the low observable stuff.
