Not so much screams as laughter
I borrowed a graphic from the Heritage Foundation and put the $6.9 billion on there for comparison. Most of it is defense cuts, too.
I should also point out that when Bush was getting that 15 percent level, the Congress was being run by Democrats. It's fascinating how the Democratic Party has somehow been completely scrubbed from how things were run in 2007 and 2008.
