Ruh, Roh..

That's going to be very expensive to correct.

Tumbling rocket stages, spewing exhaust or just effluent as they turn, have created 'sky spirals' in outer space, seen by thousands of witnesses, for decades -- it's a very common type of 'UFO' that usually traces back to documented missile or satellite launches [but sometimes the launch, especially in China or the USSR, was never announced, leaving the identification incomplete]. In addition, solid-fuel missiles often contain side-facing thrust dumping hatches to bleed off excess power during shorter-than-maximum-range launches (as the Bulava on Dec 9 was), and these too create effluent streams that paint the sky in pinwheels, especially when backlit by the rising sun as in the Norway case. So the 'spiral' may NOT have been a direct result of the failure -- it may be a 'feature', not a 'bug', of that kind of rocket [other spirals have been seen for launches that turned out to be successful]. Western intelligence agencies can use such 'UFO reports' to ascertain operational characteristics of the original missiles, and hence have every justification to study such foreign 'UFO reports' precisely because they are NOT "true UFOs", except to the public..
