If it's been 38 years, then that shows Nasa is the one with delays messured in decades.
It should now be clear to everyone that our government is incapable of long term projects. What one bureaucrat proposes, another will modify or kill shortly thereafter. Nothing of real consequence can be accomplished in such an environment. Our hopes now rest with private individuals and organizations who aren't at the mercy of politicians and their games.
