The person who wrote that was an idiot, but I've heard the same basic thesis from smarter people. It's funny, until you remember where we are now thanks to such voters.
So many of the services that are listed in such things were provided for decades by local governments, including public education. The objective of the statists is to make all authorities except Federal superfluous. We should be going the other direction.
