There are a lot of variables.

A lot of things can happen. No can predict events between now and election time. The Democrats may mess up more than they have already or the Republicans may self-immolate by moving further to the Right. My take is that neither side learns very much. Most of the nation is more moderate and those moderates are not very well represented in Congress and the Senate. So, as long as our political arena remains the same, there is going to be this constant see-sawing back and forth and nothing much is going to get done in Washington. What does get done is going to be so fucked up, we'd be better off without it. BTW, things might improve if we instituted a Constitutional Amendment that lawyers are precluded from public service. Lawyers and Public Service seems to be an oxymoron. Oh wait, Bush wasn't a lawyer. Oh well, there's always an exception that proves the rule.

As of now, it's a toss-up.
