The point was that it's a very small amount of liquid when compared to the cleaning capacity needed. An amount you could pump with a hardware store pump.
The leak itself may also be 200 GPM of oil (assuming that number is also correct), but that 200 GPM probably contaminates thousands of gallons of seawater that have to all be processed through such a system in that amount of time.
A 200 GPM cleaning system would be like bailing a leaking ship out with a spoon.
