The USSR knew that a first strike was pointless.
It was pointless because of weapon systems like the trident, and bomber based cruise missiles. Our technological superiority was clearly evident to them. The fact that their best weapons systems were second rate knockoffs of our weapons made the point painfully clear. Under no circumstance could the Soviets come out on top in a war against us.
