I have found that
the way a business is worded allows for certain dispensations....my Mother and Father owned a daycare with my brother and his wife...and they formed a *corporation* for tax write-offs and such...of course it was for profit...hell-o!
It was a Mom and Pop business with maximum child occupancy of 35 allowed by state....which it was never at maximum capacity.
