The arms package to Taiwan included helicopters, missile defense systems, and mine-sweepers. Hardly the core of an invasive force. The graphic from this article shows the current balance of power. Given China's need to minimize their numbers, and the Pentagon's need to maximize them, I suspect the real Chinese defense spending numbers fall somewhere between the two sources shown on the graph.
