I don't doubt that terrorists are a small minority of Muslims in the USA. I don't even doubt that terrorists are a minority of the 2 billion.
This is defining a terrorist as one who is on the playing field and not those who cheer from the bleachers.
However, I believe that a majority of the 2 billion take pleasure in the activity of the terrorists and most of the rest would rather not talk about it.
The KKK was a minority in the 30s and most Germans didn't participate in the holocaust, but there was not a lot of outrage apparent from the majority in either group.
