My understanding was, from a discussion on this issue here a year or so ago, that it's all the government regulations and hoops a new nuke plant has go through. I can sympathize. While it is important to have safe sites, the idiot government overdoes everything and does it to the nth degree. All you have to do is look at the HIPAA regulations as an example. Every time you go to a medical procedure or doctor, you have to sign a stupid form which someone has to print out and distribute and then file under your name - for EVERY visit. Jeez. A colossal waste of resources.
