Well, that obviously doesn't describe Quinn and the Democrats in the Illinois legislature. Or Democrats in many other state capitals.

Like Sacramento, which is about to screw California over but good. Apparently the Democrats here are about to construct a loophole through the two-thirds law to allow them to do whatever they like.
