I don't quite understand it.
According to the story, the straw buyers "filled out federal firearms affirming they were buying the guns for themselves and underwent standard federal background checks." (I'm assuming they meant to write "firearms forms.")
In other words, it seems these sales WERE reported. Maybe the problem is the reports aren't being handled like they should be at the ATF.
