Actually, that car doesn't even need water! The water that is "broken down to form electricity" creates hydrogen and oxygen, which can then be burned to produce heat energy and water again. The water can be recycled back into the car to replace what has been used up, and that heat by-product can be used for other purposes, like powering the flux capacitor. and so on, and so on, and so on...
It's a perpetual motion machine!
