There's no need to ban anything. The American way is to simply not allow permits for parking lots, and not fund any traffic support investment like traffic lights, cops, or freeway ramps. Automobiles are not merely private choices, the community has to provide a lot of very expensive infrastructure at public expense for them to work at all. I'm not saying this is good or bad, I'm just saying its not as cut and dry as you would have us believe.
Of course, then it would become difficult for emergency vehicles and delivery trucks to get around, so special arrangements would have to be made for them. Believe me, if it was good for business to ban cars, business would lobby for it, and you would support it.
