The plan will be detailed shortly. I haven't seen it yet, but I suspect it will not touch or change benefits for anyone who is either retired, or even close to it, just like all the other entitlement repair plans proposed in the past.
Oil and gas subsidies and tax breaks run about $4.5 billion a year (Obama says $45 billion over ten years). This would pay for the Federal portion of Medicare and Medicaid for a grand total of about two days.
