Maybe the original premise needs work? I've been watching the trends for several years now. The levels of ozone-destroying chemicals have been falling. Slowly, to be sure, but falling. The result ought to be ozone hole sizes that, at least, flatten out as a trend. Record sizes might indicate a different problem.
