This is way over my head, too. But it sounds like real science, not anomalism. For one thing, there are no sinister conspiracies lurking in the background to hide the truth from us, or promises to satisfy all our energy needs at no cost.
But even if it is legit science, that doesn't necessarily mean it's right.
