He's arguing that a butterfly flapping its wings in China causes rain in Europe.
Sounds crazy enough to be reasonable, and by its nature not only is it impossible to prove, but it is also impossible to completely disprove.
A lot of environmentalist-whacko arguments follow this pattern. If I was a conspiracy nut myself, I would say that was by design.
