"Brilliant" is not the most tasteful characterization of that event I've heard.
Our approach to the terrorist threat should definitely involve "getting smarter."
"Getting smarter" would be to acheive total energy independence and thus remove any economic leverage the Arab world has over us.
"Getting smarter" does not preclude our sending in our best and taking out people who plan on murdering us.
