The poll tax and the qualification that people own land before they can vote have been rejected as unconstitutional in this country. I know it doesn't seem fair, but voting by bank account on the surface is just not done.

Buying elections, though, is, as evidenced by GWB becoming president. So at least that consolation prize is available - with enough money a candidate can get into office even if that candidate can't restrict voting to the wealthy.
