I think its an issue that really doesn't cause much of a problem, and as such it gets away from the real important issues concerning immigration...Especially in an increasingly internationalized world. The real issue is: Are terrorists using student visa's to get into the US and damage our country?
I'm more concerned with people who are violating the immigration laws in the US as they are already written, rather than in passing laws that would terminate the citizenship of law abiding US citizens living abroad.
Should all babies born in the US be given US Citizenship?
Sure, why not. When they hit 18 they can decide whether or not they want to Pay US taxes and maintain that citizenship or discard it.
Should they be guaranteed US taxpayer funded welfare and health-care for life?
No. Not even the citizens who live in the US should be guaranteed that except in the most extreem cases (mental retardation, physically unable to earn a living, etc...).
