Access to Roof
The phone messages received from the upper floors are quite clear. The roof doors were locked and required both a physical key (which WAS available) and an electronic signal from the control room (which was NOT).
A few Helo's were available but reported no-one on the roofs...
An emergency door to the roof could have saved at least some that day.
